Governance
The governance of the FNH-RI preparatory phase is structured to ensure clear decision-making, expert oversight, executive coordination, and operational delivery.
Governance Overview
The FNH-RI project management for the preparatory phase will be in line with the governance structure of FNH-RI.
- The General Assembly is the main, and the most important, decision-making body.
- The second management body is the Project Executive Board, where all WPs are represented by their WP leader.
Three advisory bodies will review the project activities:
- the Scientific Advisory Committee (SAC)
- the Ethical, Legal and Social Issues (ELSI) Board
- and the Industry Forum
- At the executive level, the co-ordinator will communicate with the EC representatives, and the Central Executive Management office will support the co-ordinator.
- At the operational level, the different WPs will be led and executed by the WP leaders.
- The FNH-RI consortium of the preparatory phase will consist of representatives from universities, research institutes and businesses.
A Layered Governance Model
Decision-Making

From Coordination to Delivery
Executive Level
The co-ordinator communicates with the European Commission (EC) representatives, supported by the Central Executive Management office.
Operational Level
The different Work Packages (WPs) are directly led and executed by the WP leaders.

Universities
Academic institutions contributing research expertise and infrastructure.
Research Institutes
Research organizations supporting scientific development and coordination.
Businesses
Industry partners contributing practice-oriented perspectives and relevance.
